Protocol for Risk-Informed Governance and Communication
The Joint Committee on Structural Safety (JCSS) is pleased to announce the release of the Protocol for Risk-Informed Governance and Communication — a comprehensive framework designed to strengthen evidence-based decision-making across sectors exposed to natural and man-made hazards.
Developed and reviewed by members of the JCSS, and edited by Ton Vrouwenvelder (TNO), the protocol offers:
- A clear and shared foundation for risk-based decision support, including terminology and methodological guidance.
- Practical insights for effective communication among engineers, regulators, owners, operators, consultants, and other stakeholders.
- A coherent overview of roles and responsibilities in risk governance processes.
- A flexible framework applicable across different hazard types and national contexts.
The document aims to support scientifically sound, transparent, and efficient risk governance and to enhance the quality and consistency of decisions that affect public safety and societal resources.
